Philippine Defense Secretary Gibo Teodoro and Foreign Secretary Enrique Manalo, and Japanese Defense Minister Kihara Minoru and Foreign Minister Kamikawa Yoko sign a Reciprocal Access Agreement. Similar to the Philippines’ Visiting Forces Agreement with the US, the deal grants conditional access to either country’s military on the other’s soil. Kihara and Kamikawa are in Manila for meetings with their counterparts.
