Giit naman ni Public Works and Highways Sec. Manuel Bonoan, ang nakikitang pagre-repair ng mga kalsada ay ang tinatawag ng ahensya na routine o preventive maintenance. Dagdag pa ni Bonoan, ang ‘periodic maintenance works’ ay kailangan para maabot ang kaukulang itatagal ng mga ginagawang kalsada at tulay.
Binuksan din ng kalihim ang usapin tungkol sa “cumulative axle load” na 13.5 tons per axle sa ilalim ng Republic Act No. 8974. Aniya, ang naturang axle allowable limit sa bansa ay “one of the highest in the world” kumpara sa karaniwang axle load lamang sa ibang bansa na naglalaro lamang sa 9.5 hanggang 11 tons per axle.
“I think the other issue here is the penalty imposed is actually outdated dito, in my opinion, they would rather pay [mga sasakyang dumadaan sa kalsada] the penalty than follow the law,” saad pa niya.
“Let us not be after penalizing the law breaker, let us not allow the violation of the law. It’s a matter of policy, this is to preserve, safeguard and prolong the lifespan of our public works, especially our roads and highways and ofcourse safeguard people’s money,” pagbibigay-diin naman ni Sen.
