Sa kabila ng mga flood control projects na mayroon ang pamahalaan, inamin ni Engr. Loreta Malaluan, regional director ng DPWH-NCR na hindi pa rin maiiwasan ang pagbaha sa Metro Manila dahil sa kalumaan ng drainage system sa rehiyon at pagbabara ng mga basura.

Sinabi rin niya na may epekto rin ang reclamation projects na ginagawa sa Manila Bay sa pagbaha sa Metro Manila.
