Hindi maintindihan ng IBON Foundation ang dahilan sa pagbaba ng taripa sa mga inaangkat na bigas dahil para sa kanila, hindi ito epektibo para mapababa ang presyo ng bigas.

Para sa Research Head ng IBON na si Rosario Guzman, sa halip na pababain ang rice import tariffs, dapat na tutukan ng pamahalaan ang lokal na produksyon ng bigas at suportahan ito.
