Mahigit isang taon umanong nagmanman ang Land Transportation Office para makakuha ng ebidensya at mahuli ang mga suspek na nagnanakaw at nagbebenta umano ng plaka mula mismo sa kanilang planta.

Ayon sa LTO, noong Disyembre lamang sila nakakuha ng matibay na ebidensya nang makuhanan ng CCTV ang pagpuslit sa mga plaka.
