Ikinabahala ni UP Diliman School of Economics Asst. Prof. JC Punongbayan ang remittance ng mga government-owned and controlled corporation (GOCC) tulad ng PhilHealth at PDIC sa mga sobrang pondo nito tungo sa treasury ng bansa para pondohan ang mga unprogrammed funds ng pambansang badyet.

Para sa propesor, may dahilan kung bakit may ganoong kalaking pondo ang mayroon sa mga nasabing GOCCs at hindi basta-basta ito inililipat sa ibang mga entidad.
