The Department of Justice says it will recommend to the President that the issuance of Philippine visas to Chinese nationals be handled by a private service provider rather than by the Department of Foreign Affairs.

This, after the agency discovered that Chinese nationals apprehended in a POGO raid were issued legal documents.
