A maritime security expert says it is a necessary step for the Philippines to be vocal about China’s aggression. 

Ray Powell of Stanford University’s Gordian Knot Center for National Security Innovation says while it’s not enough to deter Beijing, Manila’s transparency will ultimately force China to recalculate its actions in Philippine waters.
